Body
WHEREAS, The City Attorney’s Office, Criminal Division, applied for a grant from the Office of Justice Programs of the US Department of Justice to enhance prosecution response to domestic violence cases in which the perpetrator is “gone on arrival” (GOA) when law enforcement arrives to the crime scene. The application was made through the Department of Justice’s Innovative Prosecution Solutions for Combating Violent Crime program and sought $334,412 in funding for a two year period.
WHEREAS, the Department of Justice has awarded the City Attorney’s office the full application amount, to be spent as follows: $161,916 for Year One (January 1 to September 30, 2021) and $172,496 for Year 2 (October 1, 2021, to September 30, 2022).
WHEREAS, the City Attorney’s Office was awarded this grant to expand services to victims of domestic violence, expedite prosecution of these offenders, and enhance the City Attorney’s Office’s means of sharing and analyzing data in our existing case management technology.
WHEREAS, the spending plans for these monies include hiring one full-time Associate Attorney (prosecutor) and one Victim Witness Assistant to implement the GOA Project and provide direct services and support to victims in GOA cases as well as approximately $1,800 to be paid to Prosecutor by Karpel, to enhance the City Attorney’s Office’s case management system;
NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul, City Attorneys' Office, is authorized to enter into the attached agreement with the United States Department of Justice to expand services to victims of domestic violence, expedite prosecution of these offenders, and enhance the City Attorney’s Office’s means of sharing and analyzing d...
