Stated Reason for Appeal (if given): Current property owner stated that he purchased this property in July 2020, and found that there is a Q2 2020 pending assessment. The previous property owner told them that this amount was for a 2nd cart for the property due to it previously being classified as a 2 residential dwelling unit. This property however, was updated as a single family housing with the 9/19/19 update list.
Staff Comments: Hauler confirmed that the assessment was not for a second cart as there was only 64-gal cart at the property during Q2 2020. However, they did request that we remove the assessment due to the fact that on 7/10/2020 they retroactively approved a vacation hold from 4/17/2020 to 07/28/2020. This would include most of Q2 2020. Therefore staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for service during April to June 2020. (File No. CG2003A1, Assessment No. 200139) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
