Title

Authorizing the Department of Human Rights and Equal Economic Opportunity (HREEO) to accept the Fair Housing Assistance Program (FHAP) Partnership award of $12,500 from the U.S. Dept of Housing and Urban Development (HUD); Amending the 2020 City budget in the amount of $12,500 upon acceptance of said award; and approving and authorizing execution of any necessary documents and agreements.

 

Body

WHEREAS, the HREEO Department applied for and received a FHAP Partnership award of 12,500 dollars from HUD to support the work of the Saint Paul Human Rights Division as a FHAP Agency; and

WHEREAS, where HUD provides these awards to their FHAP agencies to further outreach and education efforts to support fair housing programs that combat discrimination; and 

WHEREAS, the role of the Saint Paul Human Rights Division as a FHAP Agency is to provide citizens with access to fair housing information and to meet citizens’ needs using the most up-to-date technology to reach them; and

WHEREAS, the grant will be used to fund an electronic platform to increase community outreach and engagement; and

WHEREAS, the electronic platform will amplify information access for underserved Saint Paul communities, more efficiently inform them of their housing rights, and better support them in accessing information to combat housing discrimination; and

WHEREAS, the grant will be used to better engage with Saint Paul residents who have limited access to HREEO’s in-person resources due to COVID-19; and 

WHEREAS, the Saint Paul City Council finds that supporting outreach to its Saint Paul residents by furthering fair housing information access via electronic platforms has a legitimate public purpose; 

WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that there are funds of $12,500 available for appropriation in excess of those estimated in the 2020 budget; and now therefore, be it

RESOLVED, that Saint Paul City Council authorizes the department of Human Rights and Equal Economic Opportunity and relevant city officials to

 

1.                     Accept a grant of $12,500 from the U.S. Dept of Housing and Urban Development (HUD); and

2.                     Amend the budget as outlined in the attached financial analysis; and

3.           Execute any documents and agreements necessary to carry out the purposes of this resolution.
