Stated Reason for Appeal (if given): The property owner had an assessment for $3.52 for a late fee for her garbage to be picked up. This is her daughter calling for her. She has cancer and is unable to talk. The late fee was for $3.52. She spoke to an Angel at Advanced Disposal, and Angel said that she was accidentally charge of $3.52. I do have an invoice in my hand that shows the $3.52 was taken off. However, Angel told my mother that she only owed the $67.28 that she did pay, so that was taken care of. Then she kept getting the late fees again, and is still being charged. She spoke to a Greg or Chris Swanson In January 28. He said that he would look into it and make sure it was taken care of at the Public Works, and nothing came of it. She got two letters within a day apart of each other. That’s why I’m calling today for her. From what I’m looking at on the paperwork that she has here, she does not owe the $3.52. I do have an invoice from Advanced Disposal and it shows that $3.52 taken off.
Staff Comments: Hauler requested that the late fee be removed due to miscommunication by the customer service representative. Staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001C4-1, Assessment No. 200154) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
