Amending the financing and spending plan of the Saint Paul Public Library for the Hayden Heights and St. Anthony libraries.

Body
WHEREAS, the citywide 2018-2019 Capital Maintenance budget included funding for the replacement of boilers at the Hayden Heights and St. Anthony libraries; and

WHEREAS, the Saint Paul Public Library has received bids for the DDC controls systems to accompany the new boilers; and

WHEREAS, the boilers at each branch have been fabricated and are ready for installation; and

WHEREAS, there is cost savings if the DDC controls are installed at the same time; and

WHEREAS, the Saint Paul Public Library has identified an additional need of $76,993 for the DDC control systems project; and

WHEREAS, the Saint Paul Public Library is requesting use of $27,594 in available contingency to complete the DDC control systems project at Hayden Heights and St. Anthony libraries; and

WHEREAS, the Saint Paul Public Library is requesting use of $44,962 of interest earnings; and

WHEREAS, the Saint Paul Public Library is requesting to repurpose $4,437 of bond proceeds; and

WHEREAS, the Saint Paul Public Library needs to align the budget with actuals for two projects that have been completed; and

WHEREAS, the Series 2014C bond proceeds have been spent and the budget needs to be aligned with actuals; and

WHEREAS, it is the desire of the Saint Paul Public Library to amend the financing and spending budgets in the amount of $189,965; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $76,993 in excess of those estimated in the 2020 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $76,993 is available for appropriation in the 2020 Capital Improvement Budget...
