Pertaining to requiring the use of a Project Labor Agreement for the McCarron’s Water Treatment Plant Project.


Body
WHEREAS, the Board of Water Commissioners of the City of Saint Paul (“Board”) is in a procurement process to select a design-build contractor for the McCarron’s Water Treatment Plant Project (“Project”); and

WHEREAS, the Project is anticipated to take multiple years beginning with design work and continuing through to the completion of construction and acceptance testing; and

WHEREAS, the Project will include work in various construction trades and crafts; and

WHEREAS, the utilization of a project labor agreement (“PLA”) will facilitate the timely, efficient, and economical completion of the Project by reducing the risks of work stoppage, including risks associated with the expiration of collective bargaining agreements; and

WHEREAS, the Saint Paul Building and Construction Trades Council recommends the use of a PLA for the Project to ensure a harmonious, continuous, and stable workforce, which in turn will ensure the Project will be completed without work stoppage or interruption and in a manner that ensures utmost attention to safety and timeliness; and

WHEREAS, the Board finds that the utilization of a PLA will facilitate the timely, efficient, and economical completion of the Project by making available a ready and adequate supply of highly trained and skilled craft workers; by permitting the Board and its contractors and subcontractors to accurately determine project labor costs at the outset and to establish uniform working conditions for all construction crafts for the duration of the Project, and by providing a negotiated commitment which is a legally enforceable means of assuring labor stability and labor peace over the life of the Project; and

WHEREAS, all interested design-build firms have affirmed the aforementioned benefits of project labor agreements as they apply to the Project; now, therefore, be it
