Approving the 2020 Ayd Mill Road Multi-Modal Improvements Project and amending the financing and spending plans in the Department of Public Works Capital Budget to establish the project budget.
Body
WHEREAS, the City of Saint Paul plans to construct the 2020 Ayd Mill Road Multi-Modal Improvements Project; and
WHEREAS, as per Council Resolution Public Hearing 20-50, the Department of Public Works conducted traffic modeling and analysis and held a public engagement process for the Ayd Mill Road Project; and
WHEREAS, Council Resolution Public Hearing 20-50 authorized the issuance of an additional $2,230,000 of Street Reconstruction Bonds for the 2020 Saint Paul Streets Program from the adopted budget; and
WHEREAS, there is a need to add this additional $2,230,000 of Street Reconstruction Bonds to the Ayd Mill Road Project; and
WHEREAS, there is a need to transfer $3,906,808 of Street Reconstruction Bonds from the 2020 Saint Paul Streets Program to the Ayd Mill Road Project; and
WHEREAS, there is a need to add $1,300,000 of Sewer funding to the Ayd Mill Road Project; and
WHEREAS, there is a need to remove $3,300,000 of 2019 Street Reconstruction Bonds from the Ayd Mill Road Project; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there is available for appropriation funds of $3,530,000; and
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there is available for transfer of appropriation of funds of $3,906,808; and
WHEREAS, the Mayor, pursuant to Section 10.9 of the Charter of the City of Saint Paul, does certify that there is a lapse of appropriation funds of $3,300,000.
NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul does hereby order that the above-described improvement be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and
