Stated Reason for Appeal (if given): Property owner stated that they made a payment for $66.91 on 12/19/2020 on a final invoice of $69.95. They stated that they should not have had an assessment of $2.71 since there should have been a credit of $16 applied to their Q4 2019 bill.

Staff Comments: Hauler confirmed that the property owner was correct in stating that they had credit balance on the account of $16.51 for Q4 2019. Therefore, the total balance due was $44.30 which is why the late fee was only $2.24 instead of the normal amount of $3.04. Hauler also confirmed that Q4 2019 bill of $44.30 for a 35-gallon cart with every other week service was not paid in full until 11/12/2019. The payment was therefore late and resulted in a late fee charge. Staff recommends approving the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001B2, Assessment No. 200105) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
