Title

Approving and authorizing acceptance of a Contamination Cleanup and Investigation grant from the Department of Employment and Economic Development; and Livable Communities Transit-Oriented Development, Demonstration Account, and Tax Base Revitalization Account grants from the Metropolitan Council; and amending the 2020 Budget.

 

Body

WHEREAS, the City Council on:

§                     August 7, 2019, by Resolution number 19-1216, authorized the Department of Planning and Economic Development to apply to the Metropolitan Council’s Livable Communities Demonstration Account Development Grant for 1428 East Seventh Street (The Parkway) and 262 University Avenue (Springboard for the Arts);

 

§                     October 16, 2019, by Resolution number 19-1788, authorized the Department of Planning and Economic Development to apply for the Metropolitan Council’s Livable Communities Demonstration Account Pre-Development Grants for Little Saigon Plaza (365 University Avenue);

 

§                     October 16, 2019, by Resolution number 19-1789, authorized the Department of Planning and Economic Development to apply to the Metropolitan Council for Tax Base Revitalization Grants for projects at 605 and 617 Stryker Avenue, 380 Randolph Avenue, 750 Milton Avenue, and 1222 University Avenue;

 

§                     October 16, 2019, by Resolution number 19-1790, approved the applications by the Department of Planning and Economic Development to the State of Minnesota Department of Employment and Economic Development for Contamination Cleanup Grants at 605 and 617 Stryker Avenue, 380 Randolph Avenue, and 750 Milton Avenue; and

                     

WHEREAS, the Metropolitan Council approved the following grant applications:

 

§                     Livable Communities Demonstration Account Development grant of $392,500.00 for 262 University Avenue (Springboard for the Arts/SpringBOX);

 

§                     Livable Communities Demonstration Account Pre-Development grant of $100,000.00 for Little Saigon Plaza (365 University Avenue);

 

§                     Livable Communities Act Tax Base Revitalization Account grants of $49,200.00 for 1222 University, $179,800.00 for Stryker Av (605 and 617 Stryker Avenue), and $316,900.00 for Waterford Bay (380 Randolph Avenue); and

 

WHEREAS, the Department of Employment and Economic Development approved the following grant application:

 

§                     Contamination Cleanup and Investigation grant of $959,507.00 for Waterford Bay (380 Randolph Avenue); and 

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $1,997,907.00 in funds are available for appropriation in excess of those estimated in the 2020 budget and recommends the changes to the 2020 budget identified on the attached Financial Analysis; and

 

NOW THEREFORE, BE IT RESOLVED, that the City Council of Saint Paul accepts these grants and approves the changes identified on the attached Financial Analysis to the 2020 budget; and

 

BE IT FURTHER RESOLVED, that the Mayor, Director of the Office of Financial Services, Director of Human Rights and Equal Opportunity, and Director of Planning and Economic Development of the City of Saint Paul are hereby authorized to execute such agreements as are necessary to implement the purposes of this resolution.
