Title

Authorizing the Department of Human Rights and Equal Economic Opportunity to apply for and accept the Building Community Capacity grant of $10,000 from the Saint Paul and Minnesota Foundation to support the work of the Saint Paul Police Civilian Internal Affairs Review Commission (PCIARC).

 

Body

WHERAS, the Department of Human Rights and Equal Economic Opportunity received the Building Community Capacity Grant in the amount of $10,000 dollars from the Saint Paul Foundation to support the work of the PCIARC; and

WHEREAS, the purpose of the of the PCIARC is to provide citizen review of specific internal affairs investigations of the Saint Paul Police Department Officers and Employees, and to and make disciplinary and policy recommendations to the Saint Paul Police Chief; 

WHEREAS, the grant will be used to fund community outreach and engagement activities that will increase awareness of the PCIARC in underserved communities in Saint Paul through public communications initiatives including but not limited to radio promotion, billboards, posters, and community meetings; and

WHEREAS, the grant will be used to better engage with limited and non-English speaking population that will allow for a more awareness of the PCIARC in these underserved communities in Saint Paul through funding interpretation and translation services of the additional community events, and public awareness initiatives; and

WHEREAS, increased public awareness and community engagement will help the Saint Paul community better understand, access, and utilize the PCIARC as a community resource; and

 WHEREAS, the Saint Paul City Council finds that the PCIARC is an essential entity for both the community and the Saint Paul Police, and that supporting outreach to the community regarding PCIARC offerings and the PCIARC process has a legitimate public purpose; 

WHEREAS, the Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that there are funds of $10,000 available for appropriation in excess of those estimated in the 2020 budget; and now therefore, be it

RESOLVED, that Saint Paul City Council authorizes the department of Human Rights and Equal Economic Opportunity to apply for, and accept a grant of $10,000 from the Saint Paul and Minnesota Foundation for PCIARC and amend the budget as outlined in the attached financial analysis.
