Approving the proposed 2019 funding recommendations for the Community Organizations Partnership Program (COPP).

Body
WHEREAS, the Community Organizations Partnership Program (COPP) exists to provide direct financial support, through the General Fund, to community organizations that meet established criteria and contractually agree to provide services to a specified group of citizens in Saint Paul, and

WHEREAS, the COPP program supports 501c(3) organizations that serve the community through efforts to end domestic violence, provide services for children, youth, families and seniors, and that support citizen participation services, emergency shelters, literacy programs, conflict resolution services, community restorative justice initiatives, and other community programs; and
WHEREAS, the Saint Paul City Council finds that the programs funded through COPP are of value to the citizens of Saint Paul, and have a legitimate public purpose; and

WHEREAS, the City Council Proposals are selected and financed by a Ward. Funds may be pooled by two or more Wards. The City Council is responsible for managing the selection process; and
WHEREAS, the Saint Paul City Council has decided to fund Hmong American Day, Community Reporter, District 4 Dayton’s Bluff Community Council, East African Women’s Shelter, Highland Friendship Club, Urban Roots, Como Park Living at Home Block Nurse Program, North End South Como Block Nurse Program, Greater Twin Cities United Way-Generation Next, Family Values for Life - Jump Start, Family Values for Life - U Turn, Creative Enterprise Zone, and East Side Neighborhood Development Company through COPP; now, therefore, be it

RESOLVED, that The Saint Paul City Council accept and approve the allocation of funding for the following projects from the Civic Organization accounting unit 10017220-74310, costs not to exceed.
