Title

Authorizing the City of Saint Paul Department of Public Works to amend its existing towing contracts to increase towing charges for Snow Emergency Towing.

 

Body

WHEREAS, Section 161.02 of the Saint Paul Legislative Code (“Legislative Code”) authorizes the Director of Public Works to declare a Snow Emergency and impose winter parking restrictions; and

 

WHEREAS, Section 161.05 of the Legislative Code provides that any vehicle stopped, parked, abandoned or left unattended in violation of the provisions of Chapter 161 (Parking During Emergencies) may be moved or impounded; and

 

WHEREAS, Section 162.05 of the Legislative Code provides that towing and storage charges must be established by resolution; and

 

WHEREAS, Section 162.05 further requires that any such resolution must include that amount agreed upon in a current contract between the City and a contract tow company; and

 

WHEREAS, the City Council finds that the following towing charges are reasonable, in that they reflect current industry conditions and cover the anticipated costs of towing; and

 

WHEREAS, the City Council further finds that the following towing charges are necessary to clear roads of illegally parked vehicles during Snow Emergencies; and

 

WHEREAS, clearing the roads of illegally parked vehicles serves the legitimate public purpose of allowing City forces to accomplish snow plowing, thereby providing clear, passable and safe streets; now, therefore, be it

 

RESOLVED, that the City of Saint Paul City Council does hereby establish and approve the following tow rates:

 

Bobby & Steve’s Auto World

Zone 1:            minimum of 225 vehicles at $175 per tow

Zone 2:            minimum of 280 vehicles at $175 per tow

Zone 4:            minimum of 75 vehicles at $175 per tow

Guardian Recovery Services

Zone 3:            minimum of 225 vehicles at $175 per tow

The above tow fees for Zones 1-4 will be reduced by 10% for all vehicles under the minimum towing performance per snow emergency.  An $80 administrative fee and $20.08 in taxes will be added to the tow fees on a per tow basis.  In addition, a $15 per day storage fee may also be added to the tow rates.
