Stated Reason for Appeal (if given): they came out on jan 5 and picked up the 2 medium tubs and left me the one small tub that i had always requested since day 1 so why am i being charged for 2 medium 2 tubs for jan to mar i cant keep taking time off work to deal with the city trying to control my garage i was down there for the first hearing and i was shocked at how they were not being honest about the facts i do not use this trash service and feel i owe nothing and i certainly only had one small tub since jan 5th so again why am i being charged for 192.16 i am going out of town today at 1153am is my flight and i wont return until july 19th so i cant be at this hearing.

 

Staff Comments: Under citywide garbage service, all residential properties with up to four units, including rental homes and townhomes, are required to have a garbage cart and receive garbage service for each dwelling unit. Property owners must provide garbage service for all occupied dwellings.  The property owner is responsible for paying the outstanding charge, as garbage service was provided from January through March 2019. The property set the one unoccupied unit up as a vacant starting in Q2 2019, but had not contacted the city or the hauler before this.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2019. (File No. CG1902A4, Assessment No. 190104) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $192.16 to $70.34 and payable in one installment.
