Title

Approving the use or non-use of a Project Labor Agreement (PLA) on Department of Parks and Recreation construction projects for the second half of 2019.

 

Body

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor agreements (“PLA”) for projects involving $250,000 or more of city money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with budget totals over $250,000:

 

Conway Park Athletic Fields Project - Project to include four (4) artificial turf athletic fields with perimeter fencing, sitework to improve pedestrian circulation and available shade. Project will also include a supplementary (permanent) building for seasonal dome. Building will operate year-round.  Estimated Cost: $3,500,000. Estimated Start Date: November/December 2019 (bid), April 2020 Construction (120 days)

 

Eastview Recreation Center Play Area Improvements - Proposed work includes removal and replacement of existing play equipment and surfacing along with other enhancements such as new walks, site furnishings, signage, and landscaping. Estimated Cost: $250,000. Estimated Start Date: August 2019 (2 months)

 

Lower Landing Entryway Plaza Renovation - Renovation of Entryway Plaza at Lower Landing Park. The construction work includes: concrete work, saw cut concrete for tree pits, customized weathering steel planting edgers, landscaping, furnishing installation, water fountain and mister pole installation. Estimated Cost: TBD, up to $250,000. Estimated Start Date: September 2019 (3 months); and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on July 2, 2019 with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Conway Park Athletic Fields Project listing the length of project and value of project as reasons they recommend a PLA for this project, and did not recommend a PLA for the other two projects due to the projects not rising to the threshold of requiring a PLA; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Conway Park Athletic Fields Project, which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA of the Conway Park Athletic Fields Project; and

 

WHEREAS, each project included in this staff report is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584, a PLA will not benefit the Eastview Recreation Center Play Area Improvements or Lower Landing Entryway Plaza Renovation projects based on the criteria of size; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Conway Park Athletic Fields Project; and, be it

 

FURTHER RESOLVED, that the City Council finds that the Eastview Recreation Center Play Area Improvements or Lower Landing Entryway Plaza Renovation projects are not of a scope or nature that it will be negatively impacted if no PLA is required.
