Accepting the gift of airfare, transportation, and food expenses from the National League of Cities for Michael Solomon, City Treasurer, and Muneer Karcher-Ramos, Director of the Office of Financial Empowerment, to attend the Cities Addressing Fines and Fees Cohort Convening in San Francisco, California from July 16-19, 2019.

WHEREAS, Michael Solomon, City Treasurer, and Muneer Karcher-Ramos, Director of the Office of Financial Empowerment, have been invited by the National League of Cities to attend the Cities Addressing Fines and Fees Equitably (CAFFE) convening in San Francisco, California from July 16-19, 2019; and
WHEREAS, the Office of Financial Empowerment has been selected by the National League of Cities Institute for Youth, Education and Families to participate in CAFFE, with five other cities across the country; and
WHEREAS, CAFFE is a 14-month technical assistance and grant project that will focus on the City’s use of local fines and fees and develop collections strategies that incorporate financial empowerment interventions; and
WHEREAS, the CAFFE convening will be attended by administrators and partners that have expertise and experience in key policy elements for successful programs, research implications, and best practices in providing guidance on how to implement fines and fees reforms; and
WHEREAS, the convening will build knowledge on how to effectively analyze municipal fines and fees and the possible pathways to reform those fines and fees; and
WHEREAS, for the above-articulated reasons, the Saint Paul City Council finds a public purpose for Michael Solomon and Muneer Karcher-Ramos’ attendance at the Cities Addressing Fines and Fees Equitably (CAFFE) convening; and
WHEREAS, the National League of Cities have offered to cover all expenses related to airfare, transportation, hotel reservation, and food expenses for Michael Solomon and Muneer Karcher-Ramos, now therefore be it
RESOLVED, that the Saint Paul City Council accepts the offer for the National League of Cities to cover expenses related to airfare, transportation, hotel, and food expenses for Michael Solomon and Muneer Karcher-Ramos to attend the CAFFE convening and thanks them for their generosity.
