Stated Reason for Appeal (if given): We never received a bill for this address. The company was sending the bills to an address in Dallas, Texas which they say you provided them. That is not and never has been our address.
Staff Comments: The garbage bill and notices of non-payment were sent to the property owner as listed in Ramsey County property tax records: Federal National Mtg Assoc 14221 Dallas Pkwy Flr 10 Dallas TX 75254-2916. It is the property owner's responsibility to ensure that the garbage bills are being sent to the correct address. The property owner is still responsible to pay the delinquent charge, as garbage service was provided from October through December 2018.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Trash Hauling during Collection of Delinquent Garbage Bills for services during October to December 2018 (File No. CG1901D1, Assessment No. 190054) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
