Authorization to allocate Community Development Block Grant (“CDBG”) Funds and authorization to enter into a forgivable CDBG loan agreement with Ain Dah Yung Center for capital improvements at 1089 Portland Avenue, District 8, Ward 1

Body

WHEREAS, by Council Resolution 18-696, the Council of the City of Saint Paul, approved

the 2018 Consolidated Plan, which was submitted to U.S. Department of Housing and Urban Development (“HUD”);  and

WHEREAS, upon notification of approval of the City of Saint Paul's 2018 Community Development Block Grant (“CDBG”) Program by HUD, the City Council authorized the proper City officials to execute the grant agreements and contracts between HUD and the City of Saint Paul for this program; and

WHEREAS, the Ain Dah Yung Center, a Minnesota non-profit corporation, provides emergency

shelter and supportive services for homeless youth; and  

WHEREAS, the Ain Dah Yung Center proposes to install capital improvements in order to ensure safe environments for homeless youth residing in the Ain Dah Yung Center’s owned and operated facilities; and 

WHEREAS, the HRA recognizes that capital improvements proposed by the Ain Dah Yung Center are eligible expenditures for CDBG funds 

NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota as follows:

1.                     That HRA hereby allocates $70,000 of CDBG funds totaling $70,000 for the installation of capital improvements to ensure safe environments in Ain Dah Yung Center owned and operated properties that serve homeless youth at or below 30% of area median income; and

2.                     That the Executive Director is hereby authorized to enter into a Forgivable CDBG Loan  Agreement with the Ain Dah Yung Center and negotiate contractual terms and conditions necessary for the installation of capital improvements at Ain Dah Yung Center in accordance with the appropriate use of CDBG funds; and
