Accepting a donation from the MN Chapter of the National Public Employees Labor Relations Association (NPELRA) in the amount of $2,500 to cover expenses for Jason Schmidt, Labor Relations Manager, to attend the NPELRA training conference, April 7 - 10, 2019 in Scottsdale, Arizona.

WHERAS, the City of Saint Paul has endorsed and encouraged its employee participation in professional organizations established to promote excellence in public sector areas of practice through training, mentoring, and legislative advocacy; and

WHEREAS, the National Public Employees Labor Relations Association (NPELRA) is the professional organization for public sector labor relations; and

WHEREAS, this organization has a national training conference scheduled this year with NPELRA meeting April 7 - 10, 2019 in Scottsdale, Arizona; and

WHEREAS, this year City employee Jason Schmidt is president of the Minnesota Chapter of NPELRA (MNPELRA) and as in his capacity as president qualifies for a stipend in the amount of $2,500 from his local chapter to attend the above-referenced national conference; and

WHEREAS, this conference provides professional development and training opportunities that will enhance his skills and abilities and advance the City's interests and concerns in these public sector practice areas which furthers a public purpose; and

WHEREAS, the Mayor pursuant to Section 10.7.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriations funds of $2,500 in excess of those estimated in the 2019 budget and recommends the changes to the 2019 budget described in the attached fiscal analysis; now, therefore be it

RESOLVED, that the City of Saint Paul hereby accepts donation from the Minnesota Chapter of NPELRA in the amount up to $2,500, that such donation shall be deemed to be a gift to the City in compliance Chapter 41 of the Administrative Code, and that such funds will be appropriated to cover the expense of Jason Sch...
