Recommending the amendment to Chapter 4.04 of the Saint Paul Charter pertaining to City Council business meetings.
Body
WHEREAS, the Saint Paul City Council is interested in amending Charter Chapter 4.04 regarding the business meetings of the City Council to allow for cancellations of meetings; and
WHEREAS, all changes to the City Charter must be recommended by the Saint Paul Charter Commission; and
WHEREAS, the Council of the City of Saint Paul by RES 18-1727 requests the Saint Paul Charter Commission to approve the proposed changes to Chapter 4.04:
4.04 Business Meetings
The council shall hold at least one (1) meeting each week, except during any week when such meeting would be the fifth meeting in that calendar month, and except for such meetings that the council provides notice of cancellation under a procedure outlined by ordinance, and except during the weeks in which the legal holidays of Independence Day, Thanksgiving, and Christmas occur. Notice of the date, time and place of any council meeting shall comply with the requirements of state law and any additional requirements adopted by the council by ordinance. The president of the council may call special meetings of the council, and the secretary of the council shall do so on written request signed by four (4) councilmembers. Special meetings may be held anywhere in the city. Notice of the date, time and place of special meetings shall be served upon each member of the council and the mayor in a manner prescribed by the council by ordinance. The business conducted at special meetings shall be confined to that stated in the notice.

NOW THEREFORE BE IT RESOLVED, the Saint Paul Charter Commission hereby recommends the following amendment to Chapter 4.04 of the Saint Paul Charter:

Question: These "special meetings" that the Council is requesting authority to hold....are notices of them to be published beforehand? Are the meetings conforming to Open Meeting laws? Are the proceedings going to be recorded and available to public view and comment? What is going on here?? +6 -1
