Approving the Cultural Star program guideline modifications.

WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital Investment (“Cultural STAR”) Program; and
WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales tax on sales transactions that occur within the City, pursuant to Minnesota Laws 1993, Chapter 375, Article 9, Section 46, as amended; and
WHEREAS, the purpose of the Cultural STAR Program is to promote economic growth in Saint Paul by strengthening the arts and cultural sector and by supporting downtown as a vital cultural center; and
WHEREAS, the Cultural STAR Guidelines were last updated on March 11, 2009, by Resolution #09-236; and
WHEREAS, the Cultural STAR Board was established for the purpose of making recommendations to the Mayor and City Council on matters relating to the Cultural STAR program; and
WHEREAS, as part of its ongoing responsibility, at its May 24, 2018 meeting, the Cultural STAR Board considered several amendments to the STAR Guidelines requiring City Council approval; and
WHEREAS, the recommended changes include: Eligibility, Disbursement of Funds/Match Requirement, Eligible Expenses, all as more fully set forth in the Cultural STAR Program, Recommended Guideline Changes, attached as Attachment A; now therefore be it
RESOLVED, that upon the recommendation of the Mayor, and with the advice of the Cultural STAR Board, the Council of the City of Saint Paul does hereby adopt the Cultural STAR Program, Recommended Guideline Changes, attached as Attachment A.
