Title

Requesting the Saint Paul Charter Commission to review the proposed ordinance amending Charter Section 6.03.1 regarding an amendment to allow the City of Saint Paul to enact an ordinance that allows the imposition of civil penalties for violations of city ordinances.

Body

WHEREAS, the Department of Safety and Inspections and HREEO desire to draft and implement an ordinance that provides a civil penalty for appropriate violations of city ordinances; and 

WHEREAS, the Department of Safety and Inspections and HREEO believe that civil penalties will assist them in reaching compliance goals in a timely, consistent and appropriate manner, now therefore, be it 

RESOLVED: The Council of the City of Saint Paul hereby requests the Saint Paul Charter Commission to review the proposed ordinance attached hereto regarding the amendment of Charter Section 6.03.1 regarding the City of Saint Paul’s authority to enact an ordinance that allows the imposition of civil penalties or fines for violations of city ordinances and recommend its adoption pursuant to Minnesota Statutes § 410.12, subd 7.

If so, regulators should slap the city with a big fine and order payment of refunds to cowed customers. +1

11/23/2018 5:14 PMBruce Clark Against It seems as though the Council is trying an under the table method to enforce citizen compliance to flawed ordinances that it p***es. Specifically, this seems like an attempt by Council member Brendmoen (and others?) to further silence critics and opponents of the new mandatory trash policy in St. Paul. The City is saying: If you choose to protest our "one size fits all" trash policy by not paying your invoice, and not using the mandatory service---we'll now come at you with civil penalties. What's the next step? Police roundups? The Council is on a slippery slope to authoritarian rule. +6
