Authorizing the Department of Planning and Economic Development to approve a contract amendment providing additional time to complete a project and disburse STAR funding for the Highland Grandview Limited Partnership.

WHEREAS, on July 9, 2014, the City Council approved a $83,750 loan and a $83,750 grant through the Neighborhood STAR Program to the Highland Grandview Limited Partnership for purposes of renovating the Highland and Grandview Theatres; and
WHEREAS, on November 19, 2014 the City Council approved a $166,250 forgivable loan through the Ward 3 Neighborhood STAR Year-Round Program to the Highland Grandview Limited Partnership; and
WHEREAS, this project to renovate the Highland and Grandview Theatres has experienced numerous delays including the untimely demise of a primary business partner; and
WHEREAS, the Grandview and Highland Theatres continue to be an important asset to the City of Saint Paul and surrounding neighborhoods; and
WHEREAS, the attached contract amendments would provide the additional time needed to complete the project and disburse STAR funding; now, therefore, be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby approves the amendments as written; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to execute this resolution.
