Approving adverse action against the Taxicab Driver license held by Edwin Allen Praiseworthy.

WHEREAS, the Taxicab Driver license held by Edwin Allen Praiseworthy (License ID #20120004108) for the City of Saint Paul was the subject of a Notice of Intent to Revoke License dated August 17, 2018; and
WHEREAS, during a routine criminal history check as part of the license renewal process it was discovered that the licensee was convicted in Hennepin County on April 20, 2018 of Gross Misdemeanor Terroristic Threats-Reckless Disregard Risk in violation of Minn. Stat. § 609.13; and
WHEREAS, the licensee was placed on Supervised Probation for the term of two (2) years scheduled to expire on April 20, 2020; and
WHEREAS, based on this information, per Saint Paul Legislative Code § 376.15 (e) (3) (a) the licensing office recommended revocation of his taxicab driver license; and
WHEREAS, the licensee did not respond to the Notice of Intent to Revoke License to request either a public or administrative hearing; and
WHEREAS, the Notice of Intent to Revoke License stated that if the licensee failed to request either a public or administrative hearing by August 27, 2018, that the matter would be placed on the September 12, 2018 consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, the Taxicab Driver license held by Edwin Allen Praiseworthy for the City of Saint Paul is hereby revoked.
