Approving the Red Rock Corridor Commission Joint Powers Agreement for the City of Saint Paul.

WHEREAS, the Red Rock Corridor is a proposed 20-mile transitway, connecting the Twin Cities’ southeastern suburbs to Saint Paul and Minneapolis; and
WHEREAS, the Red Rock Corridor Commission was founded in 1998 as a joint powers board to address multimodal transportation needs along Highway 61; and
WHEREAS, the City of Saint Paul is an active member of the Red Rock Corridor Commission, as represented by Councilmember Prince; and
WHEREAS, the Implementation Plan completed in 2016 recommends a phased approach with near-term and long-term strategies to build transit ridership towards the build out of bus rapid transit service first to Cottage Grove and eventually to Hastings; and
WHEREAS, Red Rock Corridor plans include proposed stations in Saint Paul for bus rapid transit service; and
NOW, THEREFORE BE IT RESOLVED, the City of Saint Paul approves the Amended and Reinstated Joint Powers Agreement for the Red Rock Corridor Commission (attached) and authorizes the Mayor to execute the Joint Powers Agreement on behalf of the City; and
BE IT FURTHER RESOLVED, staff from the Department of Planning and Economic Development will immediately forward a copy of the signed resolution to the Chair of the Red Rock Corridor Commission.
