Providing Incentive to increase community participation in the Pedestrian Plan.

 

Body

WHEREAS, the City of Saint Paul is developing a pedestrian plan to support safe walking in the City; and

WHEREAS, the planning process will identify community priorities for investment in walking facilities; and

WHEREAS, input from the general public on potential priorities is an important element in the development of the plan’s policies; and

WHEREAS, the City of Saint Paul will release an on-line survey to gather public input during the pedestrian planning process; and

WHEREAS, economic incentives increase rates of survey participation; and

WHEREAS, high rates of community participation in the survey helps ensure the plan is responsive to diverse community needs, which will serve a public purpose; and

WHEREAS, city staff will work to promote the survey widely and create opportunities for all residents to participate in the survey;

WHEREAS, capital fund 1-40031900-69590-C142T88220049-69590 was designated for creation of the pedestrian plan.

 

THEREFORE, NOW BE IT RESOLVED, that the City of Saint Paul will offer an economic incentive to increase response rates to the pedestrian plan survey. The City will purchase four gift cards from Target for $50 each, totaling $200 from capital budget 1-40031900-69590-C142T88220049-69590. All survey takers will be notified that four respondents will be randomly selected by city staff to receive a gift card and be notified via the e-mail address provided by the respondents.
