Title

Amending the financing and spending budgets in the Department of Public Works to reduce Municipal State Aid (MSA) funding by $100,000 in the 2018 Bicycle, Pedestrian, and Traffic Safety Program; and to increase MSA funding by $100,000 in the 2018 Mill and Overlay Program.

 

Body

WHEREAS, during the 2018 budget review and approval process, the City Council identified $100,000 of MSA financing to fund additional pedestrian safety improvements and initiatives in the City, and

 

WHEREAS, MSA financing is restricted to making improvements only on the MSA roadway system, so the Department of Public Works is proposing to reduce MSA funding by $100,000 in the 2018 Bicycle, Pedestrian and Traffic Safety Program and increase MSA funding by $100,000 in the 2018 Mill and Overlay Program, and

 

WHEREAS, this resolution also reduces a transfer from the General Fund to the Mill and Overlay program by $100,000, and adds a transfer of $100,000 to the 2018 Bicycle, Pedestrian and Traffic Safety Program, and

 

WHEREAS, this funding transfer will allow the Department of Public Works flexibility to do more pedestrian safety work in residential areas versus only on the MSA roadway system, and

 

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there is available for transfer of appropriation funds as indicated in the attached financial analysis;

 

THEREFORE BE IT RESOLVED by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that funds are available for transfers of appropriations, and that the budgets identified on the attached as heretofore adopted and amended by this Council, be hereby further amended in the financing and spending budgets in the Department of Public Works in the following particulars:
