Title
Authorizing the appropriate city officials to enter into a Management Agreement with Envision Hospitality and Catering for Como and Phalen Park golf courses.

Body
WHEREAS, the City is the owner of Como and Phalen Park public golf courses, which have been operated under a Management Agreement with the City by Prom Management Group since 2014; and

WHEREAS, in 2015 the name of the Management Company changed to Envision Hospitality and Catering (“Enivision”); and

WHEREAS, the original determination to partner with an outside entity for management of the Como and Phalen golf courses was subject to Saint Paul Administrative Code Chapter 85 (“Compete St. Paul”) and the Saint Paul City Council authorized the Department of Parks and Recreation to issue an RFP for the services in RES 13-1653, after the Department met the requirements of internal performance plans; and

WHEREAS, the Management Agreement was approved by the City Council RES 14-126, at which time the issue regarding city employees not losing jobs was addressed; and

WHEREAS, at this time, there are no city employees at the Phalen or Como golf courses as they became employees of Envision or were assigned elsewhere in the City; and

WHEREAS, Saint Paul Administrative Code § 85.07(d) requires the City to retain at least twenty five percent of the service or capacity to provide the service, and the City operates Highland National and Nine Hole Golf Courses and has no plans to request outside proposals; and

WHEREAS, the original Management Agreement required investment in the courses by Prom and they requested a term longer than the two years allowed under Chapter 85 of the Saint Paul Administrative Code and the City Council authorized a five year term; and

WHEREAS, while the initial Management Agreement has not expired, the Department of Parks and Recreation met with Envision to discuss additional investments in the Como and Phalen golf courses, beginning with $400,000 in the first two ye...
