WHEREAS, the Solid Waste Hauler & Vehicle and Solid Waste Hauler (Each Additional Vehicle) licenses held by Coolidge Rolloff Service, Inc. d/b/a Coolidge Rolloff (License ID #20170001196) for the premises located at 560 Randolph Avenue in Saint Paul, was the subject of a Notice of Violation and Notice of Intent to Impose Additional License Conditions (“Notice”) dated September 20, 2017, and

The Notice stated the licensee was sent a Notice of Violation on May 11, 2016 recommending a $500.00 matrix penalty for storing refuse and operating a waste transfer station in violation of the April 21, 2016 CEASE and DESIST ORDER from Ramsey County and Saint Paul Legislative Code § 357.04(b); and

WHEREAS, a settlement was reached on August 4, 2016, between the City Attorney’s Office and the licensee where he signed an affidavit admitting to the violation and the $500.00 matrix penalty was waived with the understanding that it would be reinstated if there were any same or similar violations within one (1) year from the signed settlement; and

WHEREAS, on August 4, 2017, an inspector from the Department of Safety and Inspections came to the licensed premises and took numerous photographs showing assorted refuse being stored inside rolloffs and throughout the property in violation of the April 21, 2016 CEASE and DESIST ORDER from Ramsey County and Saint Paul Legislative Code § 357.04(b); and

WHEREAS, the licensee contacted the City Attorney’s Office on October 2, 2017 regarding the Notice of Violation and Notice of Intent to Impose Additional License Conditions (“Notice”) dated September 20, 2017; and
