Title

 

Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $4,115,828.09 for Metropolitan Council Clean Water, Land, and Legacy Amendment projects, detailed below; and accepting grant funds from the Metropolitan Council and through the Clean Water Land and Legacy Amendment funds through the Parks and Trails program.

 

Body

 

WHEREAS, the St. Paul City Council is typically requested to approve project grant applications (CF #16-1684) that include preliminary project budget estimates; and

 

WHEREAS, final grant amounts awarded may be more or less than this original estimate based on a specific formula determined by the Metropolitan Council and adjusted at the time of actual grant award; and

 

WHEREAS, the Department of Parks and Recreation wishes to replace resolution PH 17-266 with revised resolution PH 17-293, which details both 2018 and 2019 grant funds, and additional granted funds of $12,692.09; and

 

WHEREAS, under the Minnesota Session Laws of 2017 which includes an appropriation to the

Metropolitan Council for Regional Park and Open Space Development grants; the following grants are awarded to the City of Saint Paul:

 

Indian Mounds Regional Park Improvements - fund $780,000 in 2018, and $331,600 in 2019, to include trail improvements between T.H. 61 to Bruce Vento Trail including design, engineering, demolition, grading, stormwater management, paving, landscaping and retaining wall construction as required.

 

Lilydale-Harriet Island and Cherokee Heights Regional Park Improvements - fund $178,328 in 2018, and $410,000 in 2019, for design, engineering, and construction of a picnic shelter with restroom facilities. Site work will include grading, erosion control, and stormwater management.

 

Phalen Regional Park Master Plan Implementation - fund $203,382.09 in 2018, and $920,178 in 2019, for design, engineering, and construction of pedestrian and vehicular circulation and parking. Grading, stormwater management, and erosion control to be included.

 

Robert Piram (South Saint Paul) Regional Trail - fund $192,340 in 2018, and $550,000 in 2019, to include additional design, engineering, easements, potential acquisitions, construction of safety improvements related to the regional trail project specifically at intersections of the trail and private businesses and rail properties.

 

Trout Brook Regional Trail - fund $550,000 in 2018 for construction of stormwater harvest system to complete the reintroduction of the creek as a stormwater feature and recreational amenity for trail users. The creek will provide an enhanced connection between people, development and stormwater with open water, habitat, cleaner water at the outlet and a focus for the resting spots along the trail within the former brownfield site.

 

WHEREAS, Parks and Recreation desires to set up a financing and spending plan for said Metropolitan Council grants; and

 

WHEREAS, Parks and Recreation will provide construction management and implementation services for the projects as previously listed upon the amendment of the 2017 Capital Improvement Budget; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $4,115,828.09 in excess of those estimated in the 2017 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the Mayor, and the advice of the Long Range Capital Improvement Committee, that $4,115,828.09 is available for appropriation in the 2017 Capital Improvement Budget, and said budget, as heretofore adopted by Council, are hereby further amended as outlined in the attached Financial Analysis.
