Approving the 2016 and 2017 final operating plans and budgets for the CHS Field Ballpark.

Body
WHEREAS, the October 23, 2013 Ballpark Use Agreement by and between City of Saint Paul and Saint Paul Saints Baseball Club, Inc. specifies the Saints will prepare initial and ongoing CHS Field Operating Plans and Operating Budgets for approval by the City, and

WHEREAS, the Operating Plans will identify items such as the number and types of Events planned each year, and

WHEREAS, the Operating Plans and Operating Budgets shall be updated by the Saints not less frequently than once each year, and

WHEREAS, the Operating Plan and Operating Budget shall accommodate the Saints’ operating and schedule requirements, and

WHEREAS, on or before March 15 of each year, the Saints shall submit the final Operating Plan and Operating Budget for the City’s review and approval, and

WHEREAS, the City will promptly review the Operating Plan and Operating Budget to determine if the same clearly shows that forecast revenues along with other funds available for the operation of the CHS Field Ballpark and Appurtenant Area will be equal to or greater than forecast Operating Expenses for each year, and

WHEREAS, the City will reject and not approve any Operating Budget that it believes does not accurately reflect forecast revenues or Operating Expenses or does not show that forecast revenues along with other funds available for the operation of the CHS Field Ballpark and Appurtenant Area will be equal to or greater than forecast Operating Expenses and will require the Saints to prepare and submit a revised Operating Budget, and

WHEREAS, the City has determined forecast revenues along with any funds available for the operation of the Ballpark and Appurtenant Area will be equal to or greater than forecast operating expense for each year, and

WHEREAS, the City’s approval must be evidenced by City Council resolution, and
