Amending the Civil Service Rules, eliminating Civil Service Rule 34, Unclassified Positions.

WHEREAS, Civil Service Rule 34 purports to assign the positions articulated therein to the Unclassified Service of the City of Saint Paul; and
WHEREAS, Section 12.03.2 of the Saint Paul City Charter, not Civil Service Rule 34, controls the assignment of positions to the Unclassified Service of the City of Saint Paul; and
WHEREAS, Civil Service Rule 34 includes positions that no longer exist within the service of the City of Saint Paul, fails to include positions that are currently assigned to the Unclassified Service of the City of Saint Paul, and is otherwise outdated and a source of confusion; and
WHEREAS, all positions currently assigned to the Unclassified Service of the City of Saint Paul are indicated as such within the List of City of Saint Paul Job Titles and Salary Index maintained by Human Resources and located on the Human Resources’ website, making Civil Service Rule 34 unnecessary; now therefore, be it
RESOLVED, pursuant to Section 6.03.3(6) and Section 12.06 of the Saint Paul City Charter, that the Civil Service Rules be amended by eliminating Civil Service Rule 34, Unclassified Positions, in its entirety.
