Authorizing the Office of Financial Services to apply for and accept the Knight Cities grant, and amending the financing and spending plans to reflect changes from the 2017 Budget.

Body
WHEREAS, the Office of Financial Services is requesting permission to apply for and accept $74,600 in grant funds from the Knight Cities program to support the City Artists, Innovation Team, and Library Department in building upon the success of Pop Up Meeting to give Saint Paul residents power to design their own community meetings by creating a suite of joyful civic engagement tools; and

WHEREAS, the grant will fund development of a scalable suite of civic engagement tools that are accessible for all of Saint Paul; and

WHEREAS, the grant seeks to accomplish the following goals: increase the number of public meetings held in Saint Paul, increase the number and diversity of people who participate in public meetings, empower engaged residents to lead meetings on topics of their choice, share City government’s resources and knowledge to help foster engagement and dialogue in our community, and demonstrate to both residents and City staff that we are all people working together to make Saint Paul a vibrant, welcoming city for all; and

WHEREAS, the Office of Financial Services requests permission to accept the funds and process any necessary agreements to provide the services or conduct the work as outlined in the grant; and

WHEREAS, the Mayor, pursuant to section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $74,600 in excess of those estimated in the 2017 budget; now

THEREFORE BE IT RESOLVED that the Council of the City of Saint Paul authorizes the Office of Financial Services to apply for and enter into the grant agreement with the Knight Foundation to accept these funds; and
