Approving the 2017 Performance Agreement between the Saint Paul Neighborhood Network and the City of Saint Paul.

WHEREAS, the cable franchise agreement with Comcast of St. Paul, Inc. provides the City may designate a non-profit entity, hereinafter referred to as the "Designated Entity," to manage public and educational access and community programming on the local cable television system; and
WHEREAS, a contract for services (Performance Agreement) between the City of Saint Paul and the Saint Paul Neighborhood Network, hereinafter referred to as "SPNN," which outlines the duties, responsibilities and obligations of the parties with respect to the management and provision of public and educational access and community programming by the Designated Entity, and which names SPNN as the Designated Entity, has been in effect and will expire on April 30, 2017; and
WHEREAS, both the City of Saint Paul and SPNN have negotiated and agreed upon a new Performance Agreement and determined it is best to have it coincide with SPNN's fiscal calendar year of May 1 - April 30; and
WHEREAS, the City has determined that SPNN has performed its duties as Designated Entity in a satisfactory manner and the City desires that SPNN continue its role as the Designated Entity; now, therefore, be it
RESOLVED, that the current Performance Agreement for the term January 1, 2016 - April 30, 2017 be extended through April 30, 2017; and be it
FURTHER RESOLVED, that the proper City officials are hereby authorized to execute the amendment to the Performance Agreement between SPNN and the City of Saint Paul, a copy of which is attached and incorporated herein by reference.
