Title

Amend the 2017 HRA Budget to Reflect Changes to Budgets Placed in Contingency.

 

Body

 

WHEREAS, RES 16-2152, adopted by the HRA Board on December 14, 2016, included 2017 budgets in contingency; and

 

WHEREAS, this 2017 budget contingency was dependent upon alternatives to the funding structure for the City of Saint Paul’s Right-of-Way (ROW) Maintenance Program; and

 

WHEREAS, staff from the Office of Financial Services, Department of Public Works, Department of Parks and Recreation, and City Council evaluated alternatives to the funding structure and has recommended changes to the funding structure of the ROW Maintenance Program and creation of the Street Maintenance Services Program; and

 

WHEREAS, Staff has also recommended a balanced approach of funding including charging fees for services to specific properties benefited by those services; and

 

WHEREAS, the Saint Paul City Council will be requesting at its March 22, 2017 meeting to authorize the acceptance of a transfer from HRA funds to the Street Maintenance Services Program; and

 

WHEREAS, the 2017 HRA Adopted Budget includes budget appropriations and one-time revenue sources held in contingency pending policy decisions on the 2017 ROW Maintenance Program; and

 

WHEREAS, the 2017 HRA Parking Enterprise Fund needs to be increased by $930,265 to accommodate the policy decisions on the 2017 ROW Maintenance Program and proceed with existing 2016 Neighborhood Parking Improvement projects; and

 

NOW, THEREFORE BE IT RESOLVED, by the Board of Commissioners of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota that the 2017 HRA budget be amended to release contingency, add budget, and transfer HRA funds to the 2017 Street Maintenance Services Program, as shown in the attached financial analysis; and

 

BE IT FURTHER RESOLVED that the Executive Director and staff of the HRA are authorized and directed to take all actions needed to implement this resolution.
