Amending RES PH 16-341, 2017 Sanitary Sewer and Storm Rates, to establish new fees for 1-inch single family dwelling accounts that are equal to those of similar accounts.

Body
WHEREAS, the Sewer Utility of the City of Saint Paul charges customers for sanitary sewer use based on water use, and

WHEREAS, the sanitary sewer use is billed on the same invoice as water use by Saint Paul Regional Water Services (SPRWS), and

WHEREAS, the sanitary sewer base fee charges were established by meter size to match base fee charges established by SPRWS for ease of customer understanding, and

WHEREAS, a review of said Water Charges by Board staff indicated that the established Water Service Base Fee and the Saint Paul Right-of-Way Recovery Fee resulted in some single family dwelling accounts with 1-inch meters being charged a disproportionately higher contribution toward fixed costs of operating the water utility, and

WHEREAS, on December 14, 2016 Saint Paul City Council adopted Resolution No. PH 16-335 establishing said water charges for 2017; and

WHEREAS, on the February 1, 2017 City Council agenda SPRWS Resolution No. PH 17-25 to amend a change in water base fee charges for residential 1” customers, and

WHEREAS, the Public Works Sewer Utility recommends the rate structure remain consistent in application between Saint Paul Regional Water Services and Sewers; and

RESOLVED, that pursuant to Section 81.05 of the Saint Paul Legislative Code pertaining to Storm Sewer System Charges and upon recommendation of City Administration, the Saint Paul City Council does hereby establish the amount and basis for Storm Sewer System Charges to be levied on or after April 1, 2017 to align with Saint Paul Regional Water Services.

Sanitary Sewer Minimum Volume Charge
A minimum sanitary sewer volume charge shall be levied and assessed to every property based upon water meter size. The minimum charge below shall reflect part of the fixed cost for basic sewer service:
