Approving revisions to Water Service Base Fees and Saint Paul Public Right-of-Way Recovery Fees, as recommended by the Board of Water Commissioners.
Body
WHEREAS, on September 13, 2016, the Board of Water Commissioners of the City of Saint Paul adopted Resolution No. 16-1565 which recommended Water Charges for all water bills levied on or after January 1, 2017, and requested that the Saint Paul City Council approve and establish said Charges following a public hearing; and
WHEREAS, the Saint Paul City Council conducted said public hearing on November 2, 2016, and on December 14, 2016 adopted Resolution No. PH 16-335 establishing said Water Charges; and
WHEREAS, a review of said Water Charges by Board staff indicated that the established Water Service Base Fee and the Saint Paul Right-of-Way Recovery Fee resulted in some single family dwelling accounts with 1-inch meters being charged a disproportionately higher contribution toward fixed costs of operating the water utility, and
WHEREAS, the Board wishes to eliminate that inequity by establishing new fees for 1-inch single family dwelling accounts that are equal to those of similar accounts with smaller meters, as shown in the schedule of charges below; and now, therefore, be it
RESOLVED, that pursuant to Section 85.01 of the Saint Paul Legislative Code the Board of Water Commissioners of the City of Saint Paul hereby recommends that the following Water Charges for all water bills levied on or after April 1, 2017 be approved; and, be it
FURTHER RESOLVED, that the Saint Paul City Council is hereby requested to establish said charges in accordance with Saint Paul Legislative Code Section 85.01.

A water volume charge shall be applied to all active water service accounts in the SPRWS service area. The charge shall be the product of the volume of water metered or estimated and one of the corresponding rates shown below.
