Approving the application submitted by Joseph Olson on behalf of the Children's Museum for an exception to the general hours of operation for Skyway 6, allowing for temporary closure of the Skyway Bridge 6 on weekends (Saturday and Sunday) from December 10, 2016 through March 26, 2017.

WHEREAS, Joseph Olson has submitted an application on behalf of the Minnesota Children’s Museum “Museum” at 10 West 7th Street for a temporary exception to the general hours of operation for the pedestrian skyway system. That application requests a temporary exception to the general hours of operation for the portion of the skyway leading from Skyway bridge number 6, allowing the building to close Skyway bridge number 6 from December 10, 2016 through March 26, 2017 during the weekends (Saturday and Sunday); and
WHEREAS, Chapter 140.11(b) of the Saint Paul Legislative Code give the Council the power to grant such exceptions; and
WHEREAS, the Museum is a destination point within the pedestrian skyway system and does not lead to other buildings, residences, or retail businesses; and
WHEREAS, as part of the Museum’s current Capital Expansion Project, the museum will close temporarily starting December 5, 2016 through March 31, 2017; and
WHEREAS, the request is only to close the skyway on weekends during the time frame the museum is closed; and
WHEREAS, on October 28, 2016 the Skyway Advisory Committee considered this application and unanimously passed a resolution stating it does not oppose the application; and
WHEREAS, the Council held a public hearing on the application for an exception on December 7, 2016 at which time the Council heard a recommendation from the Department of Safety and Inspections, the applicant was given an opportunity to speak, and public testimony was allowed; now therefore be it
