Title

Authorizing the Department of Human Rights and Equal Economic Opportunity to shift the remaining spending authority for the Disparity Study from the General Fund to the CERT Program special fund account.

 

Body

WHEREAS, in the 2016 Adopted Budget, $400,000 was allocated in the General Fund for the purpose of completing a Disparity Study and implementing accompanying recommendations; and

 

WHEREAS, the Disparity Study is an 18 month project and recommendations will not be available until 2017; and

 

WHEREAS, the City cannot encumber the funds through contracts until after the recommendations have been made thereby necessitating the carry-over of funds from 2016 to 2017; and

 

WHEREAS, moving the $398,738 of unspent dollars in 2016 from the General Fund to the CERT program special fund account within the Department of Human Rights and Equal Economic Opportunity will allow funds to more efficiently be carried forward to 2017; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are funds available for transfer of appropriation within the Department of Human Rights and Equal Economic Opportunity;

 

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul, upon recommendation of the Mayor, authorizes this shift of budget authority from the General Fund to the designated special fund within the Department of Human Rights and Equal Economic Opportunity, as shown on the attached financial analysis.
