Authorizing the City to grant temporary construction easements and a corrective sewer easement to the Metropolitan Council to repair sanitary sewer interceptor pipes located beneath the city-owned Phalen Golf Course, Phalen Recreation Center, and Phalen Park.
Body
WHEREAS, the Metropolitan Council ("Met Council") proposes to undertake a sewer rehabilitation project within portions of the Phalen Golf Course, Phalen Recreation Center and Phalen Park (the "Phalen Site"), which will involve lining of an 8,300-ft, 72-inch concrete gravity sewer interceptor pipe (the "Project"); and
WHEREAS, the Project is anticipated to begin on November 1, 2016 and will be carried out in two phases during 2016 and 2017, with completion by spring of 2018; and
WHEREAS, the Met Council proposes to acquire Temporary Construction Easements, as provided in Exhibit A attached hereto, to allow access to the pipe and use of the surface for vehicles and equipment during the Project, and a Corrective Sewer Easement, as provided in Exhibit B attached hereto, to more accurately locate the existing permanent sanitary sewer easement within the Phalen Site; and
WHEREAS, the City of Saint Paul ("City") and Met Council have reached agreement on the value of the Temporary Construction Easements that the Met Council has offered to purchase from the City for the Project, and the parties have discussed scheduling and impacts on the Phalen Site, particularly the Phalen Golf Course; now, therefore be it
RESOLVED, that the City Council hereby approves the conveyance to the Met Council of the attached Temporary Construction Easements and Corrective Sewer Easement, and authorizes and directs the proper city officials to execute and accept compensation for same, the amount to be deposited in the golf fund of the Department of Parks and Recreation.
