Reducing the speed limit on Wheelock Parkway from East Como Boulevard to Johnson Parkway from 30 miles per hour to 25 miles per hour.

Body
WHEREAS, Grand Round Master Plan was adopted in 2003 (Res #03-844); and

WHEREAS, further planning for Design and Implementation of the Grand Round is in the final stages of completion as part of the 8-80 Vitality Fund; and

WHEREAS, Wheelock Parkway between East Como Boulevard and Johnson Parkway is designated as a Parkway as per Chapter 145 of Saint Paul Legislative Code and is part of the Grand Round; and

WHEREAS, the City of Saint Paul is working to implement the Wheelock Parkway section of the Master Plan by completing the reconstruction of Wheelock Parkway in phases over the next several years, beginning with the section between Rice Street and Edgerton Street in 2016; and

WHEREAS, the purpose of the Wheelock Parkway project is to improve safety and connectivity for parkway users including pedestrians and bicyclists; and

WHEREAS, Minnesota Statute 169.14 Subd. 5e. states that "the political subdivision with authority over a park may establish a speed limit on a road located within the park. A speed limit … must not be lower than 20 mph and, and no speed limit established under this subdivision may reduce existing speed limits by more than 15 miles per hour" Minnesota Statute Section 448.54 relating to regulation of travel on parkways states: “The board of park commissioners, or other governing body having control of parks and parkways of any city of the first class, shall have power to enact ordinances and to prescribe penalties for the violation thereof for the purpose of regulating, controlling, and limiting the use of, and travel upon and over, all parkways established by the city in or adjacent to the city, …”; and

WHEREAS, the City of Saint Paul believes that a reduction in the speed limit on Wheelock Parkway is in the best interest of safety for all users of the roadway, now, therefore be it
