Title

Authorizing Public Works to enter into a grant agreement with The Recycling Partnership, Inc. to improve access to residential recycling systems.

 

Body

WHEREAS, RES 16-766, authorized the City of Saint Paul to apply for funds from The Recycling Partnership’s Improve Access to Residential Recycling Systems Grant program in the amount of $550,000; and

 

WHEREAS, the City is committed to opportunities to make Saint Paul one of the most sustainable cities in the United States; and

 

WHEREAS, A Wilder Research study: Recycle it Forward, A comprehensive assessment of recycling and waste management, August 2013, informed City staff and leadership about residents habits and barriers to participation, as well as, educational needs related to recycling and managing waste; and

 

WHEREAS, Wilder Research recommended changes to the current residential recycling programs and other waste management; and

 

WHEREAS, in an effort to increase participation and tonnages by improving convenience, the City will be purchasing carts to support residential recycling collection; and

 

WHEREAS, The Recycling Partnership has awarded the City of Saint Paul a grant of up to $550,000 to support the purchase of collection carts and educational efforts; and

 

WHEREAS, during the Grant Period, the Recycling Partnership shall also provide the City of Saint Paul with access to resources, Partnership staff time and other in-kind services with an estimated value of $139,000; and

 

NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Saint Paul authorize Kathy Lantry, Public Works Director, to enter into a grant Agreement with The Recycling Partnership to accept a grant of up to $500,000 in support for the purchase of wheeled, lidded recycling carts and $50,000 in education and outreach support; and

 

BE IT FURTHER RESOLVED, that the proper City officers are authorized to execute such agreement and any amendments, and thereby assume for and on behalf of the City, all of the contractual obligations contained therein.
