Approving adverse action against the Taxicab Driver (Provisional) license application submitted by Christina L. Hough.

WHEREAS, the Taxicab Driver (Provisional) license application submitted by Christina L. Hough (License ID# 20160001804) for the City of Saint Paul was the subject of a Notice of Intent to Deny License dated June 20, 2016, stating that during a routine check of the applicant’s criminal history, it was discovered she was convicted on March 14, 2013 of Felony Theft by Swindle in violation of Minn. Stat. §609.52.2(4) in Ramsey County District Court; and
WHEREAS, the applicant was placed on Supervised Probation for a period of ten (10) years which is scheduled to expire March 14, 2023; and
WHEREAS, upon a further check of the applicant’s criminal history, it was discovered that she had been charged on July 2, 2015, with Felony Issue Dishonored Check - Offense in violation of Minn. Stat. § 609.535.2 with sentencing scheduled in Ramsey County District Court on August 5, 2016; and
WHEREAS, the applicant was also issued a citation (#621000104386) on October 15, 2015 for Misdemeanor Issue Dishonored Check - Value not More than $250 in violation of Minn. Stat. § 609.535.2a (a) (3) with a hearing scheduled in Ramsey County District Court on August 5, 2016; and
WHEREAS, per Saint Paul Legislative Code § 376.16 (e) (4) (a) and § 310.06 (b) (6) (c), the licensing office recommended license denial; and
WHEREAS, the applicant did not respond to the Notice of Intent to Deny License to withdraw her license application or request a public or administrative hearing; and
WHEREAS, the Notice of Intent to Deny License stated that if the applicant failed to withdraw her license application or request a public or administrative hearing by June 30, 2016, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
