Title

Amending the 2016 budget of the City Hall Annex to provide financing for a CHA Lighting Replacement Project through the Energy Conservation Loan Fund and Use of Fund Balance.

Body

WHEREAS, the City of Saint Paul (“City”) has an established policy of achieving greater energy efficiency in its hundreds of facilities located throughout the city, and has successfully implemented new technologies and undertaken a wide range of initiatives in recent years to reduce its energy use; and

WHEREAS, in keeping with the City’s energy efficiency policy the Office of Financial Services Real Estate Section (“Real Estate”) proposes to upgrade all office lighting in the City Hall Annex (“CHA Lighting Replacement Project”), which Real Estate manages; and

WHEREAS, Real Estate has conducted an assessment of its existing lighting system and energy usage, and has worked with a lighting consultant to study options for replacing the lighting with new, energy-efficient LED fixtures and complementing light and occupancy sensors that will aid in further reducing energy usage; and

WHEREAS, Real Estate and its consultant have prepared plans and specifications for the CHA Lighting Replacement Project, and Real Estate now wishes to solicit bids for the lighting installation work; and

WHEREAS, there is currently insufficient funding in the 2016 City Hall Annex operating budget to finance the CHA Lighting Replacement Project; and

WHEREAS, Real Estate proposes additional financing for the project through a combination of a loan from the City’s Energy Conservation Loan Fund and Use of Fund Balance from the City’s Central Service Fund, of which the City Hall Annex is a part; and

WHEREAS, Real Estate estimates that the total cost to replace the lighting in the City Hall Annex is $700,000; and

WHEREAS, Real Estate has identified $300,000 of available fund balance in the Central Service Fund which houses the City Hall Annex budget to finance the project.  The remaining $400,0...
