Approving the use of grant funds through the Ward 2 Neighborhood STAR Year-Round Program for the East Side Freedom Library Sign, Summit Hill Community Garden Upgrades, Black Dog Café’s Expansion/Kitchen and a New Como Lakeside Pavilion Sound System.
Body
WHEREAS, on May 27, 2015, the Neighborhood STAR Board reviewed a $2,000 Neighborhood STAR Year-Round grant request from the East Side Freedom Library; and
WHEREAS, on October 14, 2015, the Neighborhood STAR Board reviewed a $4,600 Neighborhood STAR Year-Round grant request from Summit Hill Association; and
WHEREAS, on November 18, 2015, the Neighborhood STAR Board reviewed a Neighborhood STAR Year-Round grant request of $21,500 from the Black Dog Café and a $3,000 grant proposal from the Saint Paul Parks Department in coordination with Como Dockside and the St. Paul Parks Conservancy; and
WHEREAS, the Neighborhood STAR Board rated these projects on a scale from 1 (low) to 5 (high) with the East Side Freedom Library sign ranking a 3.0, the Summit Hill Garden Bench and Sign project scoring 4.30, the Black Dog Café’s Kitchen Expansion receiving a rating of 4.81 and the Como Lakeside Sound System scoring 3.54; and
WHEREAS, due to the Black Dog Café’s proposal being of substantial community significance and the owners have demonstrated a substantial private investment in the project, a waiver of the STAR Guidelines in regards to the loan requirement is being recommended;
WHEREAS, a waiver of STAR Guidelines in regards to the lack of a minimum dollar for dollar match for the Summit Hill Association proposal and the Como Lakeside Sound System request is also being recommended; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these three activities by providing grant financing through the Ward 2 Neighborhood STAR Year-Round Program; and
