Accepting the gift of travel expenses from Visit Saint Paul, the Ecolab Foundation, the John and Ruth Huss Foundation, and others for Mayor Chris Coleman, Director of Arts and Culture Joe Spencer, Parks Landscape Designer Alice Messer, and Finance Director Todd Hurley for an official delegation to Nagasaki, Japan and Changsha, China from October 5 through October 12, 2015 for the purpose of reaffirming our partnership and our friendship as sister cities.

WHEREAS, the City of Saint Paul enjoys longstanding sister city relationships with the Cities of Nagasaki, Japan, and Changsha, China; and
WHEREAS, Saint Paul Mayor Chris Coleman will be leading a delegation and official visit to Nagasaki, Japan and Changsha, China from October 5 through October 12, 2015 for the purpose of reaffirming our partnership and our friendship; and
WHEREAS, Sister City Delegation visits serve a public purpose of expanding opportunities in the realm of Education, Arts and Culture, Business, and Inter-government Exchange; and
WHEREAS, 2015 Marks the 60th year of Sister City Friendship with Nagasaki, and over 25 years of Sister City Friendship with Changsha; and
WHEREAS, Visit Saint Paul, with generous philanthropic support from Ecolab Foundation, John and Ruth Huss Foundation, and others, has offered to pay for travel expenses (travel, food, accommodations, official gifts) totaling $20,000 for Mayor Coleman, Director of Arts and Culture Joe Spencer, Parks Landscape Designer Alice Messer, and Finance Director Todd Hurley; and
NOW, THEREFORE, BE IT RESOLVED, that the City hereby accepts the gifts of Visit Saint Paul, Ecolab Foundation, John and Ruth Huss Foundation, and others and appropriates them for the travel expenses of for Mayor Coleman, Director of Arts and Culture Joe Spencer, Parks Landscape Designer Alice Messer, and Finance Director Todd Hurley for the official visit to Nagasaki Japan and Changsha, China; and
