Approving the use of Neighborhood STAR Program funds for projects in Wards 3 and 4.
Body
WHEREAS, on May 27,2015 the Neighborhood STAR Board reviewed proposals for capital improvement projects to two (2) Colossal Café locations; and,
WHEREAS, the proposals provides for capital improvements that will make for considerable aesthetic improvements to a commercial building on Grand Avenue and one in the Saint Anthony Park neighborhood; and,
WHEREAS, on July 15, 2015 the Saint Paul City Council approved $35,000 loan and $35,000 grant to participate in the financing of these activities; and,
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines in regards to the terms of the agreement is needed to allow an expanded time frame to complete the rehabilitation activities; and,
WHEREAS, work on the property beautification project began on March 1, 2015; and now therefore
BE IT RESOLVED that the Saint Paul City Council authorizes Colossal Café’s capital improvement expenditures occurring after this date to hereby qualify for funding through a waiver of the STAR Guidelines.
