SECTION 1

Section 72.15 (b) of the Saint Paul Legislative Code is hereby amended to read as follows:
WHEREAS, on October 17, 2014, the Federal Emergency Management Agency (FEMA) delivered to the City preliminary copies of a revised Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) for Ramsey County, Minnesota, which included the City; and
WHEREAS, although the revised FIRM’s contained revisions to the City’s flood hazard information, the revised FIRM did not present revised flood elevations of a flood having a one percent chance of being equaled or exceeded in any given year. Accordingly, the City did not raise any concerns with FEMA about the preliminary revised FIRM report; and,
WHEREAS, with no concerns being raised by the City, FEMA, in a later dated March 16, 2015, advised the City that revised FIRM panel No. 27123C0116H would become effective as of September 16, 2015 and must be adopted by that date in order for the City to maintain eligibility in the national flood insurance program (Pub. L 90-448);
WHEREAS, in Legislative Code Chapter 72, the City has enacted various floodplain management regulations to guide floodplain development pursuant to Minn. Stat. § 103.F and to maintain the City’s eligibility in the national flood insurance program which includes the adoption, by reference under Leg. Code § 72.15(b), of various FIRM panels prepared by FEMA and dated June 4, 2010; and
