Title
Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $695,000 for Phase II of the Trout Brook Urban Stream Restoration project at Trout Brook Nature Sanctuary for a Minnesota Clean Water Fund grant, which requires a 25% match.

Body
WHEREAS, the City of Saint Paul's Department of Parks and Recreation recently redeveloped a 42 acre brownfield site into the Trout Brook Nature Sanctuary; and

WHEREAS, Phase I of the Trout Brook Urban Stream Restoration has been completed as part of the redevelopment of the site; and

WHEREAS, the Clean Water Fund, as part of the Clean Water, Land and Legacy Amendment, helps fund projects that protect, enhance, and restore lakes, rivers, streams, and groundwater; and

WHEREAS, CF 15-277 authorized the Department of Parks and Recreation to apply for a Clean Water Fund grant; and

WHEREAS, the Clean Water Fund has awarded the City $695,000 in grant funds for the Trout Brook Urban Stream Restoration, Phase II; and

WHEREAS, the grant requires 25% matching funds, which will be secured from the 2016/17 Regional Park Metropolitan Council Capital Improvement Program (CIP) or the City's 2016/17 Capital Improvement Budget (CIB) program; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $695,000 in excess of those estimated in the 2015 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $695,000 is available for appropriation in the 2015 Capital Improvement Budget, and said 2015 budget, as heretofore adopted by the Council, is here by further amended.
