Approving submission of a Fiscal Year 2015 Clean Water Fund Grant application for $695,000 through the Board of Soil and Water Resources for the Trout Brook Nature Sanctuary stream lift station.

Body
WHEREAS, the Board of Soil and Water Resources (BWSR) is providing grants through the Clean Water Land & Legacy Amendment to local units of government for on-the-ground projects that will protect or restore water quality in lakes, rivers, or streams, for FY 2015; and
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, is in the process of developing the Trout Brook Nature Sanctuary that includes stormwater ponds, wetlands, and a stream channel that will filter and clean stormwater prior to reaching the Mississippi River; and
WHEREAS, the City has identified the Total Maximum Daily Load (TMDL) pollutants reduced from the stormwater system by filtering a continuous base flow of stormwater supplied from the Trout Brook storm sewer through the created stream channel; and
WHEREAS, the Department of Parks and Recreation is seeking approval to submit a grant application requesting $695,000 for the Trout Brook Nature Sanctuary through this program to provide for TMDL initiatives; and
WHEREAS, the grant requires 25% matching funds. The City of Saint Paul Department of Parks and Recreation plans to secure these matching funds through the 2015/16 Regional Park Metropolitan Council Capital Improvement Program (CIP) or the City's 2016/17 Capital Improvement Budget (CIB) program; now, therefore, be it
RESOLVED, that the Saint Paul City Council supports the application of the grant by the Department of Parks and Recreation and is hereby authorized and directed to submit application to the Board of Soil and Water Resources for the Trout Brook Nature Sanctuary project; and be it
