Title
Approving changes to the Fire Certificate of Occupancy Classification System under Chapter 40.05 of the St. Paul Legislative Code.
Body
WHEREAS, Chapter 40.05 of the Legislative Code directs the Department of Safety and Inspections to develop and maintain a numerical system which assigned points to safety code violations, and
 
WHEREAS, in 2006 after extensive research and stakeholder input, the Department of Safety and Inspections developed such a system and titled it the Fire Certificate of Occupancy Classification System; and
 
WHEREAS, pursuant to Council File No. 06-1120, the Council of the City of Saint Paul adopted the Fire Certificate of Occupancy Classification System; and
 
WHEREAS, Chapter 40.05 allows for the numerical system to be updated from time to time upon recommendation of the Department of Safety and Inspections to the City Council, and
 
WHEREAS, in 2014 the Department of Safety and Inspections conducted a thorough review of the Fire Certificate of Occupancy classification system which included: input from staff and stakeholders, a review of the results caused by the current point system and analysis of inspection backlog; and
 
WHEREAS, as result of their review, the Department of Safety and Inspections presented, and the City Council adopted, Ordinance No. 14-50 on January 7, 2015 which increased the categories of buildings to four (4), adding an additional class "Class D" to the property classification system;
WHEREAS, in conjunction with the additional class, the Department of Safety and Inspections wishes to update the Fire Certificate of Occupancy Classification System. Now, therefore, be it
 
RESOLVED, that the Council of the City of Saint Paul hereby adopts the amendments to the Fire Certificate of Occupancy Classification System outlined in attachments A (Original Classification Numerical Values with Proposed Changes); B (Classification Deficiency Justification); and C (Category Classification Point System).
